Trade capacity building program for the shrimp aquaculture sector in Mozambique

Technical assistance to the Post Harvest Development and Quality division (seafood products)
- Assessment, development, training and management advices to the competent authorities to improve control capacity and organisation
- Improving policy, institutional and legal frameworks for Brunei national systems of food safety, quality management and control, considering primary sector (vessels and aquaculture farms) and process - domestic and export market
- Identify, design, planning and implementation of procedures and control plan
- Control of seafood and feed importation: inspection, sampling and requirements
- Visit and audits of country seafood processing establishments, farms (ponds + cages aquaculture), vessels
- Advice and support to improve adherence of food business operators and stakeholders with national and international food safety and export target markets requirements: Production farms, fishing vessels and processing plan
- Organisation and Implementation of officials controls, inspection and sampling, correctives actions management and improvement
- Identify, design/assistance and implementation of food standards (with food analytical services) and national GMP/SSOP manuals, codes of practices, Codex Alimentarius guidelines, and food safety and food quality building tools for local and export market
- Design and implementation of training programs and workshop
- Application of EU regulations (interpretation of texts, monitoring and control) - Preparation for country EU agreement
- Evaluation and advices on plant design. Plan correction, details for conformities to international requirement and process flow – technical assistance on 12 processing and storage units during construction.

=>Research and development: In charge of R&D on nutrition and feeds: development of new formulations, verification through trials, experiments on feed and pond management, field based project implementation and management, partnership with research institutes (INRA). Sourcing actions on raw materials and integration in optimised formulations.
=>Commercial and technical assistance: Prospection of new clients, commercial contacts, organisations of trials with farms; pond management and nutrition advise.
=>Studies: analysis and survey of farm performance, review of procedures, product quality survey, farm production strategies (production, density, ABW,…), feed production strategies (products, priority, quality, formulation). Trouble shooting and corrective action plans, reviews of certification standards, customer specific quality demands, suppliers quality standards.

UNIMA - AQUALMA, Besalampy Farm (Madagascar) - Penaeus monodon Aquaculture, 450 hectares of production ponds, hatchery and processing plant. Production > 2000 MT/year, export of ready to sell products. `

=>Factory Quality: Control of the processing line (harvest to export) - Product quality and safety (codex alimentarius and HACCP) - Product conformity with regulations, certifications and customer specifications – Control of inputs, raw materials and finished product - Plant organisation and planification
=>System management: Coordination of the Quality management and improvement system. Analysis and Implementation of all certifications and quality control activities. Interlocutor of officials, clients.
Design, preparation and implementation of all procedures + Supervision, monitoring and organisation of formation for procedures and reporting (factory, farm and services linked)
=>Laboratories: Installation and management of chemical, biological- and microbiological laboratories. Audits and action plans on other laboratories of the group
=>Department management: Budget and financial, Human Resources management. Up to 30 peoples, 4 services.
=>Pond production Quality: Monitoring of pond production parameters, investigation and control of pathologies and pond problems. Investigations on all production problems, trial set up and implementation of solutions.
=>Environment: Monitoring and management of all activities with environmental impact (ponds, factory and wastes). Wild species survey. Mangrove plantation.
=>Achievement: Implementation of Quality management system and certification/retailing guidance: ISO 9001:2000, HACCP plan, European agreement, Label Rouge (French retailing guidance, 1st step), ACC (Aquaculture Certification Council, GAA), IFS (1st step)

Besalampy - MADAGASCAR

=>Feed Trials: management of the experimental farm, trials on commercial feed and formulations, studies of feeding behaviour of Penaeus monodon and feeding techniques. Impact on performance and product Quality.
=>Pond production and pathology: trials on production techniques and strategies (ponds stocking, bloom management, by-products production, feeding, nursery and transfer…); occasional Survey and bioassay on pathology and opportunistic wildlife species. Identification, analysis and implementation of projects for improvement.

Consultancy and project on natural resources management (MEXICO)

Community project on non timber forest product in the Sierra Norte of Oaxaca. Studies, guidance and supervision for mushroom production and exploitation. GIS works of the area. Economic and environmental sustainability studies on the project.
Evaluation and technical assistance on other projects: wildlife studies and census in the tropical area of Veracruz.
